I am using the CLI so I can force the VM to create on the new host. Using this command:
openstack server create \ --image db090568-9500-4092-ac23-364f25940b2f \ --flavor m1.small \ --availability-zone nova:vhost2 \ --nic net-id=ce7f1bf3-b6b3-45c3-8251-2cbcdc9d4595 \ temptest If I do not specify vhost2, this command does successfully create the VM on vhost1.
