what version of oslo.config was laid down? it should be at least 3.2.0 to support "deprecated_reason" -- https://github.com/openstack/oslo.config/blob/stable/mitaka/oslo_config/cfg.py#L719-L720
using the mitaka branch of devstack should lay down version 3.7.0. can you include the local.conf and how you checked out and ran devstack?
