I'm trying to accomplish the same, I use Ceph as storage backend and get errors in ceilometer-polling.log like

Cannot inspect data of MemoryUsagePollster for 7307de53-52a4-4900-9c04-d5fb6c787159, non-fatal reason: Failed to inspect memory usage of instance <name=instance-00000375, id=7307de53-52a4-4900-9c04-d5fb6c787159>, can not get info from libvirt.

It seems that libvirt is not able to read rbd resources.

I added radosgw as a new service in openstack, created the endpoints to point to the gateway node, changed the according sections in ceilometer.conf but I don't get meters for the instances stored in ceph.

I followed [1], [2], [3] and tried to combine what I understand but without success yet.
I would also appreciate any help!
