Hello Derek,
Issue got resolved after re-installation of cygwin64 actually i missed one 
package during earlier installation.

   This is Darek Smigiel’s reply to you that you did not received:    
Shivkumar, Installing OpenStack on Windows is not a very good idea. First of 
all, OpenStack must be run on Linux. It requires a lot of internal features, 
provided by Linux, which Windows simply doesn’t have. Second, If you’d like to 
start, please refer to this: https://www.openstack.org/software/start/    It 
describes all necessary steps.    Unfortunately in your use-case it will be 
pretty difficult to do anything. I would suggest installing Virtualbox or 
similar, then install any Linux on VM, and on top of this run devstack:

 Hello Experts,   I am very beginner to Open stack and trying to install open 
stack on my PC for practice.   I am having windows 7 PC with 8 GB RAM.  am 
trying to install Mirantis OpenStack using Cygwin64 Terminal but I am getting 
following error.    Can some please help me to resolve this issue.   $ 
./launch.sh Prepare the host system... Checking for 'free'... "free" is not 
available in the path, but it's required. Please install the "procps" package.
