You could trace the packets at the qr-xxxx and qg-xxxx interface within the 
router namespace. Check if they are making it to the qr- interface.

The setup you described worked for me with Kilo release. However my lab had 
iptables rules disabled with the help of this link:

Sec groups should be fine since default is to accept all traffic internally you 
need to make sure your router has all the networks so it can route. If not you 
can do some work around like create a static route Etc.

single network connected to that router, my instances work fine.  However, when 
I try to do the setup with 2 networks my instances on both networks can't get
