Looks like the Ubuntu Cloud Archive is not available for Vivid.
On http://ubuntu-cloud.archive.canonical.com/ubuntu/dists/ there are
only directories for Precise and Trusty.

Ubuntu Vivid already includes packages for OpenStack Kilo.
