(HTTP 404)" However, if I use use curl to access the API ( keystone token-get, then use the token ID to run ( curl -s https://openstack.example:35357/v3/services -H "X-Auth-Token: "......."" ) it return list of services ( users api also return list of user ). Could that be a bug with the keystone client?

V3 vs V2.  Keystone client is deprecated, use the common client.
