Hi guys. 
I have same problem. I'm using pacemaker - corosync to HA my network node. But 
the resource agent use for L3-agent (download from 
https://github.com/madkiss/openstack-resource-agents/blob/master/ocf/neutron-agent-l3)
 in not working with my deployment (Neutron server is on Controller node and 
other agent in Network Node).

Do you have any ideas?

This was the old pre-Juno way of doing things:

I never actually implemented this, but I can tell you from anecdotal tales of 
woe that it is far from perfect HA. You will experience downtime with an agent 
failure. How much depends on the number of routers you have since they all have 
to be created on the new agent node upon failover. You really should consider 
an upgrade rather than go through this if you can manage it.
