Vikrant, Its not mandatory to have floating IPs to access the internet from VM inside the OpenStack cluster. You can create a router within the tenant and set-gateway to the external network. The router should be able to do SNAT to outgoing traffic.
To access the VMs from outside the OpenStack cluster, you need to attach floating IPs so that you can access the VM via its floating IP from outside. In either case, make sure to add security group rules in the tenant SG accordingly.
