[Openstack] qg port in br-int

Hi All,

I setup the net, subnet and virtual router as the Kilo installation quid 
descried. Right after  "neutron router-gateway-set demo-router ext-net" 
command, I saw the qg port was created in the bridge br-int. Isn't it supposed 
to be in the external bridge, br-ex?
