You are exactly correct Thierry, being a track chair a few times in the process has been something like: * PIck a cut off based on votes * Review remaining submissions as a panel The process typically involves ranking not only by community votes, but also by the track chairs, individually and collectively. There's typically a pretty significant discussion around the content, pertenance etc. Hope that helps.
