Sure, once you have your OpenStack credentials set in your environment:

then you can upload with the glance client:
http://docs.openstack.org/user-guide/content/cli_manage_images.html
or with the Python SDK:
http://docs.openstack.org/user-guide/content/sdk_manage_images.html
