This is a development question: you should probably ask on the openstack-dev mailing-list. Cinder did not enforce Spec Approval Deadline, so you should still be able to submit blueprints/specs for Juno, although time is running very short. Cinder is expected to follow feature proposal freeze on August 21 (meaning the spec needs to be approved and the code needs to be proposed for review by then).
