Note that this is a development question, so it belongs more to the
openstack-dev mailing-list.

Launchpad blueprints are unfortunately mono-project, so I think it makes
sense to track the implementation using two separate, linked blueprints.

I think I would go for one single spec (in Nova) and make sure it gets
reviewed by Neutron folks as well.
