Guys, I now how to reproduce this and I filled a BUG report about it, here:
https://bugs.launchpad.net/neutron/+bug/1322945 It seems that a regular user can breaks the Neutron L3 Router, by "Adding a Interface" to its Namespace Router, that is attached to a IPv6 private subnet, it also breaks an "admin" External Network... Seems to be serious (I think).
