I had installed IceHouse-2, and was trying to configure multiple
identity provider backend. But in keystone.log, saw below warning.
Its not there yet. We (the Keystone team) couldn't agree on an approach
in time for Icehouse. It is priority for Juno.

unsupported configuration (domain_specific_drivers_enabled = True);
this will result in known issues.

For now you have to pick one. With Icehouse Release 3, federation of
multiple IdP's (multiple Identity Provider back-ends) will be
supported with Keystone.
