Can you try to execute it as an admin from the CLI using the following variable:

#Paste the following:
export OS_TENANT_NAME=admin
export OS_USERNAME=admin
export OS_PASSWORD=admin
export OS_AUTH_URL="http://192.168.100.254:5000/v2.0/";
using your ip here
