Here's an up-to-date version of my keystone workers patch:

Apply the patch and set workers=N in /etc/keystone/keystone.conf.

Unfortunately, I haven't had time to work on my abandoned review for
this patch (https://review.openstack.org/#/c/42967/). However, I did
fix the race conditions that were causing tempest test failures
(https://github.com/openstack/keystone/commit/8f685962a1d761107653f3a55757b588d0a3a67e),
so all that's left to do is add some unit tests.
