I had the same error after doing a yum update last week (also Havana on CentOS 6.4). My Horizon package came from the RDO Havana repo and stopped working following this set of updates:

How could I have had Horizon working prior to that yum update if python-pbr was not installed (apparently) and is a Horizon dependency?
