[Openstack] the inability to delete an image once it's linked with a deployed VM, This is big limitation , Can some tell me what is the reason for it ?

Detailed scenario -

Let say import any image and deploy it ...Now try to delete that image...we
can't delete until we have VM's which are deployed using that image . Can
someone tell me what is the reason ?
