I can answer this, since a bug in my networking setup caused me to have no IP assignment to my VMs for awhile. The novnc proxy still allowed me to access a virtual terminal through horizon.

So, yes, if you have novnc, this is workable.

Without network access, tho, you're pretty limited in what you can do to "fix" the problem (unless it's a kernel driver bug of some sort).
