Pragya, my understanding of your question:
Both of the controller is to handle the common HTTP REST request such as GET,PUT,POST,DELETE etc. The first controller is the entry point of proxy-server to handle the client requests which is exposed as Swift API externally. But the second controller is the entry point of account-server and won't be directly accessible by client.
