basically you must add swift to the list of enabled services in devstack/localrc, eg:

ENABLED_SERVICES=${ENABLED_SERVICES},c-bak,swift
SWIFT_REPLICAS=3
SWIFT_LOOPBACK_DISK_SIZE=10000000
