    I do think that making neutron the default in devstack would be a good
    step to make.  I can't think of a good reason to hold off on it.  It
    will automatically make it so many more developers are using neutron,
    which should help shake out more integration issues.

Neutron has to pass the full tempest gate first. Otherwise we are gating with a configuration of OpenStack that is no longer the developer default.

This was brought up as a bar the Neutron team needed to cross at the Nova / Neutron summit session.
