On thing I am still not clear on is, do I have to enter IP information for
variables like:?
FLOATING_RANGE=
FIXED_RANGE=
FIXED_NETWORK_SIZE=
FLAT_INTERFACE=

Small steps...make it work with only the static IP NIC first, then try
to use the second NIC as your VM network (assuming that is what you
want).
The config I posted is a near-equivalent to nova network's flat model.
