If you keystone log file is not set up correctly, keystone uses /var/log/syslog.

Also I would check the logs, /var/log and look for any errors? If you are using Redhat base (Fedora, CentOS etc, you may have to open up the iptables since by default it does not have those ports open). My 2 cents.
