Besides ensuring quantum-openvswitch-agent processes are all up (except the controller node), there is a typo in the network node in basic install doc: http://docs.openstack.org/folsom/basic-install/content/basic-install_network.html DO NOT SET GATEWAY as 192.168.0.254. or the routing table would be messed up.
