There's a sample script in Keystone https://github.com/openstack/keystone/blob/master/tools/sample_data.sh although I must say that yaml is much more readable. While at the it, there's one more in Devstack https://github.com/openstack-dev/devstack/blob/master/files/keystone_data.sh so maybe replacing both with keystone-init.py + yaml, maintained in Keystone git makes sense?
