Yes, that's the plan. Once the Foundation is operational we'll be able to move forward with all the things that have been put on the backburner. A better way to manage the identity for all people involved in openstack at various levels is one of such projects. The plan is to have a system to manage registered members of the foundation, individual contributors (and their Individual CLA), corporations (and their Corporate CLA), and more.
