Nova does use RPC for resizes and migrations. The SSH keys are for tranferring the instance image data, which would be inappropriate for RPC. I think Nova would be open to other means of bulk data transfer if someone comes up with a reasonable proposal. I think rsync over ssh was chosen since it's common enough to be familiar to most people.
