In case any one else didn't know this, I just found out that a "recheck"
comment reruns the build but "reverify" will also commit
the change if the necessary code review +2 and approved +1 are already
present.
There are a bunch of remaining flaky test failures that need to be
diagnosed. I am working on that now but may need some help as some of
them seem infrastructure related, such as this one from
