You can receive bug notifications, merge proposals, questions, etc. by 
subscribing to them even if you aren't a member of a -core group. It's kind of 
a manual one-time process that you have to do in a number of different places. 
At the very least we should document the steps to get all the relevant 
notifications.

Possibly there's a way to set up a separate group that you can optionally join 
to get all notifications (it's a LOT)--I'm not familiar enough with Launchpad 
to know how that might work.
