Look at the actual quotas:
$ nova quota-show | grep security_group
| security_groups | 10 |
| security_group_rules | 20 |
Then grow them a bit:
$ nova quota-update --security-groups 11 --security-group-rules 21 <tenant-id>
There's the equivalent unified client (openstack) commands, should be easy to
find
