No, unfortunately it's currently not possible to set it at anything other than a global level when using the Neutron dnsmasq instances for resolution.
There is work going on this cycle to push names out to designate where you can have suffixes specific to a port or to a network, but that won't be available until the Mitaka release at the earliest.
