Never mind, I found out devstack ./stack is executed in
devstack-vm-gate.sh which is called in the default gate-hook. However I
exported another gate_hook function.

It keeps failing, and from the log it does not seem to me that it has
all the dependencies installed as it would if ./stack is executed.
