Yes. The reason is because you cannot run devstack-based tests on the same node that you are running your Jenkins master. Devstack interferes with way too much stuff with regards to networking and makes it impossible to run on something other than a separate slave node. Note that you don't need to have two separate physical machines. A VM or LXC container should work just fine.
