Alex has ramped up quickly on TripleO and has also been helping out with
instack-undercloud quite a bit. He's already core for the puppet modules,
and a lot of the changes to instack-undercloud these days are primarily in
the puppet manifest so it's not a huge stretch to add him.

+1. Dmitry is also one of the top reviewers and committers to
tripleo-docs. I wouldn't be opposed to him having +2 there as well.
