Bug 1214176 seeks to "Fix copyright headers to be compliant with Foundation 
policies" and one of the changes being made is to substitute "OpenStack 
Foundation" in places where the code said "OpenStack LLC".

Someone just pushed changes to Keystone, Murano and Trove today and I have some 
concerns about this change.

Consider the following changes, [2], [3], [4], and [5].

They assert a copyright in 2011 or 2010 of an entity called "OpenStack 
Foundation" that was only established in 2012 [6].

Are these changes legally accurate?
