that's strange, i tried to see if it's just Ceilometer. the 
periodic-neutron-python27-liberty job seems to be capped appropriately 
to oslo.utils 3.2.0. maybe it's a dependency? the 
periodic-nova-python27-liberty job doesn't seem to have any entries 
since March so i can't verify that.
