If you're used to just installing gems with 'bundle install' with either system ruby or a ruby version manager such as RVM or rbenv, it's possible that your binaries don't end up in $GEM_HOME/bin. This was true for me using rbenv. Our CI used to use sudo to install gems at the system level, which meant binaries were just available in the normal PATH. It might be a good idea to reconsider going back to that, since that would allow any ruby manager to work normally with this script.
