All changes to Sahara on stable/kilo are blocked on the version change
patch here:

But that can't land because the gate-tempest-dsvm-sahara job is failing:

It's failing because Tempest isn't running any tests, apparently because
Sahara services aren't running. Looking at the devstack logs, the
ENABLED_SERVICES list doesn't contain any Sahara services.
We need someone to dig into what changed for that job and why the
services aren't being enabled (specifically for stable/kilo).
