The workaround I found is to set this in tox.ini:
install_command =
sh -c 'pip install -U "pip>=6" && pip install -U "$@"' pip {opts}
{packages}
It's pretty ugly, but works fine and was unfortunately the only way I could
find to update a dependency before parsing requirements.txt.
