As I see, we decided to go the way of limiting and filtering of the 
list. Bugreport https://bugs.launchpad.net/keystone/+bug/1501698 was 
opened about this issue. I've coded a chain of patches to fix the bug, 
please review: https://review.openstack.org/#/c/234849/
