we can create a new dir for M* cycle specs. as mentioned in last week's
meeting, even though we don't have a exact date for feature freeze,
unless it's a small bug size spec, Liberty specs are closed. feel free
to create a patch for new M* dir
And the second one: are we going to create special rep for AODH specs
or ceilometer-specs is ok for all new projects?
we'll track aodh specs under ceilometer now -- i don't want to increase
the number of repos we need to monitor unless we notice Aodh specs are
too much to handle.
