Right: any non-bugfix change should be a minor version bump. Most
(perhaps all?) dependency changes should be a minor bump. Some may
even qualify as major bumps.

I'm not well versed in grenade so if there is a better way to tell
devstack to install that specific range of neutronclient on the target
side I'm all ears.


I'm not totally sure if this is due to neutronclient being 2.4.0 in grenade kilo or not, could use some help from neutron people:
