The "serial console" feature was introduced during the Juno cycle and
is an alternative to remote access via VNC, RDP, SPICE for platforms
which don't support these. The review 180912 adds a new row for this
feature in the hypervisor support matrix [1]. Please have a look if you
can make a support statement for the listed drivers and add a comment.
As a hint where to start if not yet known:
The "nova.conf" needs:
[DEFAULT]
vnc_enabled = False
[serial_console]
enabled = True
Horizon is capable to use that console in the instance details view.
