In doing patch [1], A suggestion is submitted that we should return 400
(bad Request) instead of 403 (Forbidden)
I take a look at [2], seems 400 is not a good candidate because
'The request could not be understood by the server due to malformed syntax.
The client SHOULD NOT repeat the request without modifications. '

may be a 409 (conflict) error if we really don't think 403 is a good one?
