Something merged around 4/17 which is now wedging the gate for at least
nova changes in the ironic sideways job:

There has been some grenade refactoring going on lately so I'm not sure
if something could be related there, but I'm also suspicious of this
backport to nova on stable/juno:
https://review.openstack.org/#/c/173226/
Otherwise I don't see anything being merged in neutron or ironic on
stable/juno around 4/17 to cause this.
