You seem to make the assumption that IP addresses are always scarce.
Perhaps for some environments they are, but there are plenty of
situations where they are not.

If you're suggesting I should perform network address translation to
reach my IPv6 addresses, or to connect an OpenStack environment into
an existing internal RFC-1918 network, or in my enterprise that got
multiple legacy class B IPv4 assignments from InterNIC, I'm pretty
scared.

Not every "cloud" is a public service provider.
