We'd like to ask for a spec freeze exception for the Blue Print on
"Quota Management in Nested Projects",kindly see:

The required keystone related bits are already in Kilo, and this proposal will
allow people to actually exploit this new feature and make it useful. Nested
projects are very important for large organizations like CERN who are waiting
for this code to be released, and many people have already given a +1 to this
proposal.
The code is ready and can be provided immediately.The nested quota driver is
made by extending the current DbQuotaDriver and it can support One to N levels
of projects. Therefore ,there is no issue with backward compatibility. It can
work with hierarchical as well as non-hierarchical projects.
Kindly consider this blue print for inclusion in Kilo.
